The Network

KENYA WATER AND SANITATION CIVIL SOCIETY NETWORK— KEWASNET
The Kenya Water and Sanitation Civil Society Network is the National Network of Water Civil Society Organizations in Kenya. The Network was established in August 2007 and registered as a society in Au-gust 2010.

KEWASNET provides a linkage between Water, Sanitation and Hygiene (WASH) and Water Resources Management (WRM) utilities and users by facilitating partnerships between policymakers and stake-holders, and encouraging equitable participation by all parties in governance and decision making mechanisms .

KEWASNET’s governance is broadly driven by its Constitution. It has established governance structures as indicated in the Constitution. These include: The Annual General Meeting (AGM); the Governing Council (GC) that oversights the management and secretariat of KEWASNET; and, the Executive Com-mittee (EC).

The AGM is composed of all members of KEWASNET by virtue of their membership registration status. The Secretariat is the management arm of the Network, led by the Chief Executive Officer. The Secre-tariat is responsible of day to day running of operations and advising the Governing Council on govern-ance aspects. The functions of the Secretariat and the CEO are stipulated in KEWASNET's Constitution.

KEWASNET operates Nationally with Regional Coordination units in Mombasa for Coast Region,
Kisumu for Nyanza and Western Region, Eldoret for North Rift Region and Nairobi for Central and
Eastern parts of Kenya..The networks growing presence in Kenya has given it first hand insight into the reality on the ground in its operating areas.

KEWASNET has extensive experience in building capacity , influencing policy , sector coordination and networking . The professional skills in the net-work enables KEWASNET to provide a comprehen-sive response to sector governance challenges .

One way of doing this is through the establishment of Technical Working Group Forums. The TWGs are multidisciplinary and multi-sectoral think tanks comprising of competent professionals drawn coun-trywide mainly from the private sector, non-state actors and with representation of key public sector stakeholders.

TWGs have already proven to be a very useful re-source and have the potential to generate a wealth of ideas and energy into the implementation process of the WASH and WRM sector strategies. The main objective of TWGs is to carry out an in-depth analy-sis of the particular thematic area.

This analysis is then followed by the preparation of various interventions such as proposed policy and legal reforms and subsequent programmes for in-vestment by the government, private sector stake-holders and development partners.

In an effort to meaningfully engage with the Na-tional TWGs established at State level and provide citizens with an actual role in the policy making process, KEWASNET has established as part of it ‘ s CSO coordination function independent and autono-mous TWGs to ensure CSOs have regular and consis-tent opportunities to wrestle with tough questions , articulate their views to decision makers and bring the results of the discussions to decision makers at the national level.

The technical working groups meet every quarter un-der different thematic groups in a centralized location in Nairobi, Kisumu, Mombasa and Eldoret or catchment areas in the case of WRM. The groups discuss thematic issues in the WASH and WRM sector and give recom-mendations on policy and legal interventions required.
The TWGs held their first series of meetings under the theme of Governance with over 100 participants drawn from CSOs , the national and county govern-ments and the Private Sector between August and Sep-tember 2015 in Nairobi, Mombasa, Kisumu and El-doret. This report covers the details of the delibera-tions of the TWGs during this period.

Membership

KEWASNET MEMBERSHIP
According to the Constitution of KEWASNET, member-ship is based on 3 categories that include ordinary membership, associate membership and honorary membership. Membership is obtained upon application and payment of membership fees as determined by the GC. Those eligible for membership include any non-political Non-Governmental Organizations, Civil Soci-ety Organization, Faith Based organization, Profes-sional Association, Academic and Research Institution, person or company dealing in water and sanitation is-sues under the Laws of Kenya or otherwise lawfully existing in Kenya.
Being a member of KEWASNET has several benefits;

Speaking out on behalf of others:
The Network will help increase the ability of organiza-tions and communities to speak out about issues through a common platform. Within the network, ideas can develop and then be shared in ways which pass on the thinking of many people.
Information exchange and co-ordination:
Membership will give individual organizations an op-portunity to reach out to a national network of chap-ters, professionals in the field, volunteers and individu-als with intellectual and developmental abilities. Mem-bers of the network will gain useful information which they may not have had access to. Sharing informa-tion will also help to decrease the duplication of ser-vices, either in the same geographical area or in target-ing the same group (while others may be ignored).

Increase in impact:
When organizations exchange visits there will be a greater likelihood to increase the impact and quality of their work and encourage good practice among their members.
Building on shared knowledge:
Networking along similar themes or issues will help to bring together people of various disciplines and experi-ence to work together. This kind of networking helps to bring a variety of experience to the problem, and solu-tion.
Better use of limited resources Networking may lead to better use of resources. Instead of an organization in-sisting on doing everything separately, networking may allow people to work together in partnership with dif-ferent resources.

Partnership

KEWASNET deepens its work by building partnerships at various levels. At the community level, KEWASNET works with CSOs to implement initiatives aimed at the vision of KEWASNET; speak against WASH rights viola-tions and build CSO action to demand greater access to water and sanitation for all.

The Network applies itself to areas of its compétitive advantages and areas stipulated under the partnership with the State as it lends support to other state authori-ties.
KEWASNET therefore strongly values strategic partner-ships with stake-holders in the WASH sector. The Net-work believes this will ultimately play a fundamental role in influencing good governance in the sector and will eventually enhance the realization of access to Wa-ter and Sanitation for all.

Human Rights-Based Approach (HRBA) presuppo-ses that the ultimate goal of all development pro-grammes is the realization of human rights.
KEWASNET has identified HRBA as a transformative framework that has great potential for catalysing
positive change within the water sector but also in the larger society.

The Network has relentlessly supported rights analysis of root causes of violations in the water sec-tor, and at the same time continued to develop com-prehensive solutions guided by the rights holders’ priorities and realities in which the right holders are seen as active agents of their own development. This is done through Human Rights Based Ap-proach.

KEWASNET envisions a society with sustainable universal access to safe water, sanitation and hygiene. The Networks mission therefore is to work towards promoting good governance in the water, sanitation and hygiene sector. In order for KEWASNET to achieve this, it has strongly embarked on the values of Partnership and Collaboration, Innovation, Integrity, Professionalism, Respect and Accountability.

KEWASNET provides a linkage between Water, Sanitation and Hygiene (WASH) and Water Resources Management (WRM) utilities and users by facilitating partnerships between policymakers and stakeholders, and encouraging equitable participation by all parties in governance and decision making mechanisms.
The Network keenly focuses on four key strategic objectives that form its pillars of success as it works towards promoting good governance in the water, sanitation and hygiene sector. KEWASNET therefore seeks to enhance the capacity of members and partners in the water, sanitation and hygiene sector, the Network also works towards ensuring the existence and improvement of policy environment and practices in WASH / WRM. Through Coordination and Networking KEWASNET seeks to have a strengthened CSO coordination for effective sector Engagement and to effectively enhance institutional development and sustainability.
KEWASNET works throughout Kenya with Regional Coordination units in Mombasa for Coast Region, Kisumu for Nyanza and Western Region, Eldoret for North Rift Region and Nairobi for Central and Eastern parts of Kenya. The Networks growing presence in the Country has given it firsthand insight into the reality on the ground in its operating areas and adequate space to effectively deliver. The Regional hubs such as Nyanza and Western Region and Uasin Gishu have already bore fruit as the coordinators have engaged the County officials and developed draft water policies that have been well received by the county representatives and are up for adoption.

The Network enjoys extensive experience in capacity building, influencing policy, sector coordination and networking, as a result of such professional skills, the network has been able to confidently provide comprehensive responses to sector governance challenges.

Globally, KEWASNET has been at the forefront on engaging with international organizations in the WASH sector to ensure that it plays a prime role in ensuring the Sustainable Development Goals and in particular SDG 6 is achieved. Currently KEWASNET acts as the Secretariat of African Civil Society Network on Sanitation (ANEW). The Network has also been entrusted with a leadership role in the SDG task team of End Water Poverty (EWP) coalition. KEWASNET is also currently engaged with Sanitation and Water for All (SWA) as country focal point and regional representative in the steering committee through its CEO.
KEWASNET therefore strongly values strategic partnerships with stake-holders in the WASH/WRM sector. The Network believes this will ultimately play a fundamental role in influencing good governance in the sector and will eventually enhance the realization of access to Water and Sanitation for all.
